Create chatbot integration to allow remote control or messaging to broadcaster

• Creating a Twitch chat bot the connects itself to any channel that wants notifications/reminders to turn on Stream CC
  • Need to get events from Twitch when a stream goes live that wants to be notified
  • Need to connect the chat bot to channel
    • Avoid connecting if already connected
    • Avoid connecting if stream cc connection is already active
  • Send a message after a delay to remind the streamer to start stream cc
    • Need to avoid sending the message if they started it up
  • Have bot disconnect after sending the reminder message or have disconnect after they have gone offline
