Stray grammar parameters in RHS for some syntax-directed operations

The static semantics for early errors for template literals have grammar productions where the flags passed through to nonterminals on the RHS are present. Those are just noise there. (The ones on the LHS we probably want to include more generally, though.)

There might be other places this comes up; I haven't checked.
