Develop requirements for finer grain metadata for video and audio than is in AC 
1.0. This may not be feasible before adoption of AC 1.0

For reference purposes, I want to note the existence of the Media Fragments URI 
1.0 Recommendation http://www.w3.org/TR/media-frags/ which can be used to 
specify segments of time-based media (sound recordings and video).  I'm not 
sure how relevant it is to this issue, but it might be.

Steve's comment is relevant to the issue, but we've long understood that this 
is a bigger task than we can do in even just a few months.  So I am resolving 
it as WongFix for AC 1.0
