Adjustable Playback Speed with Scope Selection

Feature description

• Implement a feature that allows users to adjust the playback speed of videos and choose the scope of the setting. This includes:
  • Current video only
  • Current channel
  • Global setting for all videos
• Integrate a dropdown menu within the existing playback speed settings dialog to select the desired scope.

Why do you want this feature?

• Currently, NewPipe only allows adjusting playback speed on a per-video basis. This can be inconvenient for users who consistently prefer a specific playback speed for certain channels or all videos in general.
• The ability to set a default playback speed for channels or globally would improve user experience and provide more control over video playback.
