Error when installing vcredist_x86.exe to fix MSVCR110.dll is missing error #39

When installing this for Windows (used by the packaged PHP of TagUI), this issue can happens if the Microsoft library was installed in the past but was not removed cleanly for some reason.

The solution is mentioned in below article, see if you are able to solve this by uninstalling from Programs and Features or using the guided steps in below article? If not do post here!
