오류 설명
request parameter 중 content의 값을 "한글"로 전달한다면 url에 아래와 같이 값이 들어갑니다
http://localhost:8080/api/v1/projects?content=%ED%95%9C%EA%B8%80&page=0&size=4

원하는 방향
@RequestParam의 변수에 값이 전달될 때 그대로 들어와야 합니다
