What is the policy for removing unmaintained frameworks? #9079

Raze is a Crystal framework that is archived and the last commit was 4 years ago.
I’ve created a PR to remove it. #9075

It still runs the tests successfully though.

I’m not sure what the policy is here.
Should frameworks have commits in the last x years?
Should archived frameworks be kept if they run without errors?
Should frameworks work with the latest major version of a language?

There's no official policy but I think it's ok to start removing some that aren't being actively maintained. Especially if they're out of date or if the framework itself also it's being maintained.
