as per cron manual this
"30 4 1,15 * 5

should be would cause a command to be run at 4:30 am on the 1st and 15th of each month, plus every Friday.

your code says
"Runs COMMAND at minute :30, on hour 4, on days 1, 15, every month, on Fri."
