Make the client able to download addtional/updated content from official server(s).
So we can provide new/updated for all clients (see #2152).

👍 also opens door for more future customization possibilities (unlockables f.e)

What about unofficial servers? Where users have to press okay and get prompted with a warning that it might be dangerous. And then they can download custom stuff for community servers.

On Linux, we usually can't write to the place where Teeworlds is installed.

It's already possible with custom maps.
