[doc] Explain the grouping_rules.conf and flume-env.sh configuration files in the documentation #657

Such an explanation is missing in the documentation.

This must be done in the Configuration section of the Installation and Administration Guide.

The flume-env.sh file is a native Flume configuration file in charge of modifying certain environment variables of Flume, the base technology for Cygnus.

The explanation for the grouping_rules.conf file can be found here.
