At the present moment, the request to get the list of poll commands needs an effective payload, so the device is forced to send measures to get the commands. In other words, there isn't any request without payload just to get the list of poll commands.

This issue is about implemeting such request. In principle, it is something related with the southbound interface, although it could need some (yet unknown) modification to the IOTA Library as we go.
