Incorrect GUI elements alignment with no "Use system window frame", high scaling and Windows 10 #10360

Steps to reproduce

  1. Install Windows 10
  2. Set scaling to 300% in its settings
  3. Install Telegram Desktop
  4. Open Telegram Desktop
  5. Maximize the window
  6. Quit Telegram Desktop
  7. Open Telegram Desktop

Expected behaviour

Telegram Desktop opens maximized with correct positioning of GUI elements
Or at least, it opens as a normal sized window with GUI elements aligned correctly

Actual behaviour

Telegram Desktop opens as a normal sized window with GUI positioning being incorrect:

If I minimize and restore the window it appears as follows:

Better but still wrong (is maximized but GUI won't use whole area of the window)

Actually enabling "Use system window frame" helps. With that the software opens every time in a normal window with correct GUI positioning. But that settings was disabled in my installation by default. Is it enabled nowadays? It's been a long time since I first time installed Telegram Desktop, I've just let it update itself every once in a while.

Configuration

Operating system:
Windows 10 Pro N 1909

Version of Telegram Desktop:
2.5.8

Used theme:
Default? No night mode at least. Don't know, no theme selection in the software.
