Describe the solution you'd like

At https://github.com/temporalio/sdk-dotnet/blob/main/src/Temporalio.Extensions.DiagnosticSource/README.md it is unclear to readers of the initial paragraph what the ICustomMetricMeter is for. Clarify it is for runtime options and what it's used for.
