bug: stream权限判断是否是项目成员增加本地缓存 #10034

目前stream权限校验，判断用户是否是项目成员，每次都需要调用工蜂接口，一次请求会调用多次，希望能够增加本地缓存，减少调用次数，减少scm服务负载
