create_biz_custom_field接口用于创建的业务自定义字段，仅在业务内生效，业务自定义字段与其它模型字段的区别是业务自定义字段的bk_biz_id为实际的业务id，其它模型字段的bk_biz_id为0；
调用该接口时，传参中bk_biz_id为实际业务id，bk_obj_id只能是集群（set）、模块（module）和主机（host），因为该接口后端实际调用的方法与创建其它模型字段是同一个且没有做特殊校验，所以会返回创建成功，看后续是否考虑优化此处；
该接口对应页面功能如下图：
