本地文件存储至制品库后，导出含有本地文件的作业再导入到其他环境时本地文件无法正常分发。

如何复现？(How to reproduce?)
跨环境导出、导入含本地文件的作业。

预期结果(What you expect?)
导入后本地文件能够被正常分发。
