代码位置：#L49 ，看上去是fef优先去本地套件中的找init命令了

这个需要看看这个配置是否是 feflow 的全局配置还是当前的配置

fef 命令会优先读取距离当前目录最近的配置文件，如果当前目录和所有层级的父目录下都没有，那么使用默认的全局配置文件。已经优化了一下对应报错信息。
