Implement a some-request query (or another name) that returns a list of requests following a chain id and a list of request ids

This would allow any client that needs to simulate some requests (Starport CLI for example) to properly query only the necessary requests

spnd q launch some-request 1 1,2,3

@ivanovpetr in case you haven't started it. We have a starport s query command to scaffold new queries in the app
