Describe the problem

Describe the problem clearly here. Be sure to convey here why it's a bug in TensorFlow or a feature request.

I noticed the comments in common.py shows as following:
"#When using 'xception_65' or 'resnet_v1' model variants, we set

atrous_rates = [6, 12, 18] (output stride 16) and decoder_output_stride = 4"

what should I set the decoder_output_strife is I set atrous_rates=[12, 24, 36]?
and I don't find any description in your deeplabV3+ paper about this parameter.
Could you spare some time to give me a clue?
