Description

This pull request updates the IRSA OIDC provider to use dynamic partition lookups to allow module usage for AWS-CN deployments.

Not sure why the Lint/Docs check failed, it doesn't look it's an issue with the PR and I don't have a way to kick it off again to try and solve it.
