feat: Add support for permissions boundary on enhanced monitoring role #483

Description

The variable I've created previously in #482 was not exposed in the main module, just in the sub db_instance module. This PR fixes that.

Motivation and Context

Able to define permissions_boundary for enhanced monitoring role.

Breaking Changes
