Add ability to launch resources within an existing vpc

I had a use case where I was attempting to use this module to launch resources in an existing vpc but was not able to. Leading to me having to abandon use of the module for creation of my own blocks of code.

Describe the solution you'd like.

Would love the ability to pass in a vpc id with create_vpc = false to allow creation within the vpc already existing
