This issue was originally opened by @mcanevet as hashicorp/terraform#13625. It was migrated here as part of the provider split. The original body of the issue is below.

Currently we have to either use the OS_REGION_NAME environment variable or pass region to every OpenStack resource.
It would be nive to have a region parameter to the openstack provider that defaults to OS_REGION_NAME.

PR hashicorp/terraform#14738 was raised against 'old' Openstack provider and will need to be migrated...
