aws_route53_record doesn't allow custom traffic policies to be associated with a record

The aws_route53_record resource doesn't allow custom traffic policies to be associated with a record. The generic, pre-defined routing policies are supported, but not Traffic Polices for multi-datacenter setups with geo-targeting and failover. See: https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/traffic-flow.html

Even if managing the actual traffic policies themselves weren't available, allowing an existing traffic policy version to be associated with a record would at least allow some management of that record.
