Create a page for managing Pullers and Pushers #3

There is must be a page for managing Pullers and Pushers. Also EJB might be useful as a controller for these entities.
Common actions:

add/modify/delete puller/pusher of specified type (for now there are two buttons for it on showNews page);
define update timeout. (For now only manual news pulling is present)
