Tests are run twice - appears to restart automatically #1143

In my testem config if I set "disable_watching" to true then tests do not restart BUT I want file watching enabled. Is there a way to have disable_watching set to false but no restart ?
Node: v0.10.15
OS: Windows 8.1 pro
Testem: v1.16.1
