Add kubernetes virtual resource implementation. Ideally we should be able to:

  • Start kubernetes cluster
  • Stop kubernetes cluster and clean up after ourselves
  • Specify a custom kubernetes manifests file and fallback to a default kubernetes.yml file manifests if one is not specified.
  • Wait for services to become available (wait for health-check URLs or ports become reachable)
