[dog food] expose grafana externally using tsb ingressgateway as an option (disabled, by default)

we should add option to expose grafana dashboard as part of tsb monitoring stack using tsb ingressgateway, also we should move make point to tsb_monitoring to probably keep it focused on monitoring tsb itself not the related applications - basically to drive clarity for the external consumers if any... of this repo
