[base-cluster] should take over flux installation for future upgrades

We should probably address the issue of updating flux in the various clusters beforehand, currently each cluster has it's own flux.yaml which holds the configuration to deploy flux.

I would say base-cluster should take over flux after installation, so we can update it on our own terms.

I would say we have various possible ways in lowering niceness order;

• bitnami flux chart
  • cons
    • currently not yet on flux v2
  • pros
    • managed by bitnami ❤️
• flux community chart
  • cons
    • don't manage their CRDs in the crd folder but instead in the templates
• flux "dev" install via hooks I guess?

Well the bitnami chart seems to be on v2 but they have issues with the versioning

I wouldn't mind that, we never use the appVersion for anything anyways 🤷
