Include Eclipse .project and .classpath files for all projects #25

Some projects have .project and .classpath  files checked in and some 
don't. If the files are there it's more convenient for Eclipse users and 
doesn't hurt non-Eclipse users. Therefore the request is to include the 
.project and .classpath  files for all projects.

Projects that currently DO have .project and .classpath :

Panoramio
Radar
RingsExtended
WebViewDemo

Projects that do NOT currently have .project and .classpath :

AndroidGlobalTime
Photostream
DivideAndConquer
Downloader
SpriteText
Triangle
Translate
WikiNotes

As a user of another IDE, I'd prefer that IDE specifics stay out of the 
repository. 

The sample projects in the SDK do not include .eclipse files, and it's easy to 
create
an Eclipse project from existing sources:

File > New > Project > Android Project > Create project from existing source...
