[Issue]: Navigating to business asset Panel when there is no business asset prevents from navigating

Issue Description

The navigation buttons are inactive.

You must have to restart the application to use it again.
The save buttons are still working

Duplicate Steps

Go to Business assets, risks or vulnerabilities Panel, and maybe others.
Delete all the items
Click again to reload or navigate to Business assets Panel

Expected Results

The navigation works properly

How I reproduced the issue:

• Launch sratool. The default document is opened by the tool.
• Go to Business Assets and delete the only business asset present.
• Go to Risks and delete the only risk present.
• Go to Business Assets
• Go to Risks. All tabs will be disabled.
