[Issue]: When Risks and Vulnerabilities is empty, clicking the tab briefly shows element loaded

Issue Description

This behavior is not pretty but no functionality is broken.
On the Risks and Vulnerabilities tab, if the table is empty, some elements appears then disappears when the respective tab is clicked.

Shown here is the Risks tab. Notice the empty table so nothing should be visible below it.

Duplicate Steps

• Navigate to the Risks or Vulnerabilities tab
• Delete all items on the table
• Click on the tab. You will see elements appear at the bottom then it disappears.

Expected Results

When the tab is clicked, only the empty table should be shown. No other elements are loaded.
