Performance drops significantly when minimized

Is there any way to prevent the performance from tanking when the GUI window is not in focus? I'm using TensorRT to upscale to 4k with Janai HD V3, v0.0.7 Portable. If I switch to a different window like say Chrome, the upscale speed goes down massively. On a separate note, TRT engine simply doesn't work for me on versions newer than 0.0.7.
