Mutes are an important part of the moderation toolkit when dealing with users who are ultimately not true troublemakers. Stuff like when a respected community member has a bad day and needs a helping hand in stepping away for 10 minutes it can be a useful tool for. And for other types of sanctions.

Combine this with #189 and you get temporary mutes. This would resolve matrix-org/mjolnir#62 also.
