I have Tarkov installed in a custom location (on the G: drive), and attempting to run Read Past Logs gives an error.
The logs do seem to exist, as going to "Raw Logs" tab and then "+" sign, and then "Open Logs Folder" shows a bunch of .txt files inside a folder, which is in a folder of other log directories.

I have EFT installed to my D drive, so a custom install location shouldn't be a problem. The app reads your registry to get the EFT install location and uses that.
Without EFT running, if you start Tarkov Monitor, go to Raw Logs, click the + sign, and click "Open Logs Folder", does it still open the logs folder?
