Актуальность некоторых записей может варьироваться. Например, при переезде мастеров, в какой-то момент в городе может остаться 2 мастера, что отменит другие записи на переезд из города, хотя перед их принятием в город может приехать другой мастер и тем самым записи остались бы валидными.

Аналогичная проблема с записями на обмен ресурсов.
