Opens the "brush" tool's menu

If the brush menu does not open, here are 2 possible issues that should explain what went wrong.
- Call to undefined method pocketmine\Player::sendForm()
You use an unsupported software, or an incorrect branch. You MUST use pmmp/forms-api
- No error
You might not have the permission to use the command, or your server software is not up-to-date.
