Store package settings files in the settings/ directory instead of scoped-properties/

Just re-installed on my end to check. I'm not seeing this -- also not sure it's handled within the package.

Happy to help. Just need a little directing and/or pull.

This is an automated deprecation message generated by Atom and made visible with the deprecation cob addon, which is part of core since a few versions. I am currently running 0.189.0 and still see this message when clicking on the warning sign in the bottom toolbar.

Is there no deprecation message for you?
