Deleting multiple rubrics in a row does not work as expected

What?

Ensure that deleting multiple rubrics in a row works as expected.

Why?

This is a pretty common behavior, and it appears to be broken.

How?

Steps to reproduce

• Create two custom rubrics
• From the rubrics list page, click delete on one. It disappears from the UI as expected
• Click delete on another. It is deleted, but the first one you deleted comes back.

While I have not verified this, my guess is there is some sort of bug in the state management system for deleting rubrics which only deletes the most recently deleted one. If you delete one rubric, refresh the page, then delete the second, it works as expected.
