Webpack support for the Angular2 offline compiler.

THIS REPO IS ON HOLD FOR DEVELOPMENT AND DOES NOT CORRECTLY WORK. IT WILL NOT CREATE AOT COMPILED ANGULAR CODE. IT WAS DESIGNED TO BUT DUE TO LIMITATIONS SEE HERE angular/angular#8759 IT IS NOT POSSIBLE TILL LATER.
