I still don't have any good good answer. The space seems quite fragmented.

Existing bots (small scope):

Use some existing minimal bots -list of existing probot bots

Build it yourself:

Use Probot to build custom bots

Config it yourself:

Use derek if you're big on FaaS
Use dreck if you want CODEOWNERS and Caddy integrations
