This is a good place to start:
adobe/XMP-Toolkit-SDK#5

XMP Java core 6.1.11 is available here, but without source code:
https://search.maven.org/artifact/com.adobe.xmp/xmpcore/6.1.11/bundle

The license restrictions are also unclear

Might end up using this fork instead, which has less ambiguous licensing terms:
https://github.com/veraPDF/veraPDF-xmp
