Because gross income can be a bit complicated to nail down with exemptions, deductions, disregards, and the like we may consider noting when a person is close to the income limit of a program. This is particularly important in the case of an ineligible determination. Something to communicate, "We think you are ineligible, but it's really close so you should consider contacting the program administrator"
