Allow more granular disqualifications in 2k?

2k only allows disqualifying from an entire event (or more). Delegates rarely use this, which means that minor infractions generally don't face direct consequences.

Also, note that 1e2) refers to 2k, but says that only disqualification from the competition is allowed. 2k allows for more granularity. I don't see a reason they need to be different, so I think we should bring them in sync.
