Create initial landing page

Context:
As a data scientist / data analyst / programme specialist, I want to see a list of all models / results in the catalogue

Acceptance criteria:

• When the user visits the web app link, the user should be able to see a landing page that contains the ff information:
  • header that includes the name of the web app/logo and a catalogue button
  • a hero that includes a search bar
  • featured datasets section
  • browse by tags section
  • browse by country/region section
• When the user clicks on any of the tags listed in the "Browse by tags" or "Browse by country/region" section, the user should be redirected to the catalogue page with the selected tag auto-populated in the filters and all the other filters empty. The search results should also be updated based on the filters.
• When the user types a search term in the search bar, the user should be redirected to the catalogue page with the search bar auto-populated and all the other filters empty. The search results should also be updated based on the filters.
