Check for RPiHQ on Bullseye and display a message if found. A few other minor changes were made.

Is the capability of the libcamera-still program so different that we can't adapt the cli arguments and make it work? |

@linuxkidd I have a version of capture_RPiHQ that works with libcamera on Buster. It doesn't support a text overlay which stinks. I would really like to download the libcamera libraries and the functionality of libcamera-still into capture_RPiHQ.cpp. Then we could give it the same functionality as the ZWO version. |
Had a bug with $ON_TTY. Check for capture exit code of 99 which means allsky.sh should attempt to reset the USB bus if possible to help eliminate ASI_ERROR_TIMEOUTs.
