Add SciELO to LocationPlatform list

In order to add SciELO books to Thoth, we need a new LocationPlatform for SciELO. This will be the Location for all Imprints hosted on SciELO, e.g. EDITUS, EDUFBA, EDUEPB. Suggested Value: "SCIELO"

I suggest the value "SciELO Books", if possible, or it could just be "SciELO"

@ja573 knows more about the data model and what values can be used here, here's the list of existing values for LocationPlatform:

based on that, I assumed it needed to be all caps and with an underscore between words. So we could do "SCIELO_BOOKS"?

Ok, it's already been set to SCIELO (serialised as SciELO) in the latest release but haven't deployed it yet, so we can still change it

"SCIELO_BOOKS" is fine. The name "SCIELO" alone is usually associated with journals, so it's worth the distinction.
