As mentioned elsewhere, I'm not strictly opposed to it, if people think this is the right thing to do. I respectfully leave the judgement calls to the Council.

However, I would just like to double-check why you think this is advisable. Hotmail does speak the Exchange protocols, it's apparently run by Exchange servers, and it's semi-supported by Owl. I agree that IMAP should be the default for Hotmail, given that IMAP is always enabled, but why shouldn't Owl be at least an option?

If Hotmail disables or impairs IMAP access, users would at least have an immediate recourse.

I'm just asking the questions. But if you or the Council think this change is good despite these considerations, I approve hereby.
