⬆️ Upgrade Starlette to 0.16.0

And increase max ranges for optional dependencies:

• "jinja2 >=2.11.2,<4.0.0"
• "itsdangerous >=1.1.0,<3.0.0"

Also increase max range for only-testing dependency:

• "flask >=1.1.2,<3.0.0"

And remove unnecessary commented-out filters.
