What does the feature solve?

pypi.org has edk2-basetools packages, but it is not clear which release corresponds to which git checkout because the releases are not tagged in the repository.

add tags

not necessarily opposed but current request was to release to pypi with each commit. I don't think this is a very good long-term idea but that is why tags were not added for every release. The release on pypi should report the commit hash so that code to version is easily tracked.

Readme should be updated to describe the release process.

At least the way the repo is maintained right now, it would be convenient to have release tags.
